Either of these versions will be able to open your Articulate Presenter 13 projects and allow you to publish to HTML5-only output. However, if you have Engage interactions you want to update from Articulate Studio 13, then you will want to get Articulate 360, not Storyline 3.
After upgrading, follow the respective instructions for publishing:
Ken- you should be able to open the source files in the new version- Articulate 360 or Articulate 3. Then you can republish to HTML5. This should fix it. If you do not have the sources files, reach out to me kimberlyscott05@gmail.com

First, you should upgrade to Articulate 360 or Storyline 3:
