Note that I'm *not* trying to upgrade it. I've just created a new PowerPoint and was trying to record narration. I've moved it to a blank directory. Same result.
The only thing in the directory is the PowerPoint.
What version/update of Presenter are you currently using? The latest of Presenter 13 is Update 11 (1809.1417) and you'll see this noted in our Version History.
I ended up making a new PowerPoint, then Reusing the slides from the PowerPoint that wouldn't let Articulate start one at a time, making the recording for each slide, then exiting Articulate and reusing the next slide.
Something else could have been installed or updated on your system that interfered with the install of Presenter '13. That's why we often advise a repair/reinstallation to set things back to status quo and make sure everything is working as you'd expect.
It sounds like you figured out a solution, albeit with extra steps! I'm sure that route was frustrating, even with only 9 slides, so if you're stuck again we'll want to see the Presenter package to dig in further. Here's how to create a Presenter package .
Also, I see Chino offered a remote assistance session, so feel free to connect with him that way to showcase the issue!

I'd also check that you're following these best practices for working on project files.
Lastly, if Presenter isn't behaving correctly, I'd follow these directions to reactive the add on and repair it.
Let me know if you're still running into trouble!
I should have added: this is new behavior. I've recorded plenty of '13 sessions. (This particular '13 was uploaded in Nov 2018).
The directions -- to run RegisterAssembly -- did nothing.
Support says uninstall/reinstall -- but why would '13 stop working for me after having worked a-ok?
