Presenter 13 locks up Power Point

I have used Presenter 9 with some problems. My computer, Power Point 13 and Presenter have not gotten along. I have repaired and reloaded PP and Presenter several times and got it to work but it has been shaky. I decided to try Presenter 13 and PP crashed when opened with the following notices:

I did the usual reloading and repairing but nothing works.
The computer is reasonably fast 64 bit processor with running Windows 7
.
I have spent a lot of time with this and although I like Articulate I am about to give up.

This system did not like my pictures so here was what is in the boxes: "Unable to initialize XML scripting engine." and "Articulate Presenter could not locate write rights for its library. Please contact your administrator."

Sorry to hear about the trouble and frustration! Hopefully we can get this working properly for you.
First, before we take a look at anything else, please follow the steps outlined in the article below:

*I realize this isn't for '13, but may help with the error you're seeing.
If that doesn't solve the problem, and since you've had issues in the past with the previous version, can you please confirm you're running PowerPoint 2013 with the 32-bit installation of PowerPoint? More information can be found here.
Also, which process did you take to uninstall/reinstall? If you haven't already, I'd strongly recommend following each step outlined in this article.

I am short of time and the trial time is about over so it is not worth trying to fix this. I am running the 32 bit PP and I went through the XML Scripting Engine procedure and the computer said all was well but this did not help. If I try to run PP with Articulate, PP locks up and I have to go to Task Manager to shut PP down. I can not run PP with Articulate on the system.
