Presenter presentation exhibits same behavior as Flash 10 issue

Hi,
We're getting a report from an individual accessing our courses that has the Presenter "shell" load without any content, text, or images delivered via Moodle as a SCORM 1.2 object. The user is also seeing the "Slide 100 of 160" message at the bottom.
We have lots of users with Flash 10+ accessing our content, however for this individual in IE, Firefox, and Google Chrome the user sees the blank slide. We've had the user upgrade flash and browsers to no avail. It seems, from a cursory standpoint, that something is interfering with the player swf accessing the web server, as if flash communication was firewalled by something.
Has anyone else experienced this? Any recommendations?

Hi Paul- so just to be clear: only one user is experiencing this issue? The other time this issue occurs is if the XML files were not properly uploaded to the web server (e.g., in ASCII mode vs. binary):
Content works locally, but doesn’t load on a web server
But typically that would affect all users, not just one.
