Presenter - Restricting Navigation

I read the articles on managing navigation in presenter, but I do not get the options provided. I can choose Lock or Free.  I can not however, choose restricted.   Therefore, unless I bring the entire project into articulate/storyline, I don't get the triggers.  In my powerpoint presentation in presenter, I want users to click next only after that slide narration has played.  Currently, if I lock it, the next button is locked as well.  I wanted to allow the users to go prev/next on their own to re-listen if needed but not advance next without listening.  what am I missing, since I do not have 3 choices in a pull down including "restricted" .
