Is there any way I can restrict the resources to view only? I do not want the participants to download any of the resources, just view. The resources are pdfs.
Agreed. Any pdf viewer requires the person to download the resource in
order to view it. I could not find anything where the pdf could be viewed
in the resident software.

This is not a setting within the software if this is what you are asking. I've seen another user discuss this topic here as well.
Perhaps other community members that have been faced with this challenge will be able to pop in and assist.
You could add them in a pdf viewer, for any pdf to be able to view you would have to download it.
