When I publish my Articulate Studio 09 course with the "Restricted - can only view current and prev slides" option selected (Player Templates/Navigation tab) , the published files allow the learner to move around anywhere s/he chooses via the sidebar and Next button.

Assuming that you've followed our Tutorial on Locking or Restricting your Course's Navigation, this doesn't sound like expected behavior. If the problem persists, please package up your course and send it over to us for a closer look. Thanks!
