Slide Property Levels

So I have a Main Menu Slide. The Main Menu and all of it's sub-categories are all I want showing on the navigation pane. I have changed the level of the Main Menu to one and it's sub-categories to two. Sort of like this:
Main Menu - Level 1
Module 1 - Level 2
Module 2 - Level 2
etc.
It looks correct, but for some reason, my module 6 cannot be set to 2 so it looks like a level one. It is unhidden and exactly like all other slides, yet it cannot be set to two. I'm not sure why this is and the only thing I can think is that there is a limit to the amount of level 2's you can have in a row?

I found the problem. I had to Un-hide all of the slides and change the levels on all slide, and then hide all, un-hide the ones I want.
