I am publishing a course in Thai - I've created a new template, changed all text to Arial Unicode MS and selected non-western characters. I've also changed the text in the Notes Master to Arial Unicode MS. Everything is working perfectly except the text in the Notes Tab which shows all the Thai characters as boxes. Here's an image:
You could also check that the Thai language is installed on your computer. You check this under Regional and Language Options > Advanced. If not you will need to install files for right-to-left languages (including Thai) and East Asian languages.

That's exactly what I did. I changed the language settings on my computer AND within Microsoft Office (which I think is the one that really mattered).
Then I re-opened my PPT, selected the Notes text and selected the Thai langauge. Worked like a charm!
So happy now!!!!
