The "Start Recording" button doesn't stay in the "Start" position in Articulate 13

I recently downloaded Articulate 13, and the "Start Recording" button doesn't work. When I click it, it shows "Stop Recording" for about 1 second, and then reverts back to "Start Recording." (I can't tell yet, whether all the other buttons are working or not. )

Any suggestions for correcting this?
