Video not playing properly in either Chrome or Internet Explorer

I have a presentation I am updating in Studio 13, and have embedded MP4 type video that is not playing properly after publishing in either Chrome or Internet Explorer. It is updated in one folder then published in another folder for display.
What puzzles me is that I have presentations with WMV type video, previously published in Studio 09 that are still active and the video works fine. They play correctly in both browsers. Also updated in one folder then published in another folder for display.
I have done quite a bit of reading on the possibilities. Before contacting my IT department, I converted the video from MP4 to WMV type, since that is the type of video in the Studio 09 presentation that is working. While it did change it, it is still not working properly.
I just checked and I have the most current version of Adobe Flash.
The presentation is published to the folder that it will play from.
How can it be a MIME issue if embedded video within a Studio 09 presentation, is still working perfectly?
The preview of the slide works great.

If you view published Articulate Presenter content on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features to fail. To test your content and share it with others, you'll need to upload it to the environment for which it was published. Here's how.
I would perform a quick test in Tempshare to see if you notice the same behavior since it sounds like you are trying to identify if this is an issue with publishing/sharing via server.
Ok - it does work in Tempshare.
Still puzzled why a similar presentation with video published in Studio 09 plays fine, and the one with video published in 13 does not. Guess some things i have to let go of. :)
As Leslie mentioned, playing content locally is something we advise against, so I'm happy to hear it worked when testing within the intended environment.
I just found out it was my companies webserver software, which is old. It was not recognizing the file type.
