The feature that you mention was feature in Quizmaker '09, but is not a feature of Quizmaker '13.
By utilizing the Question List, your users will have an idea of where they are in the quiz, and you can also modify the name of the questions to include a number if that would help.
As for your second question, if you allow your users to skip non-graded question, then they are allowed to skip them. The system would not alert them otherwise.
