Adjusting the seek bar feature for a video with question layers

Hi all,

I've created a Storyline 360 output to be used as a Storyline Block in Rise. It is an instructional video which pauses at certain time stamps while a question layer  appears. When the user submits the answer a feedback box will appear and then when they close the video resumes. 

I would like to allow the user to be able to seek forward or go back to listen to something again however, when I allow users to drag the seek bar it seems to mess up the timing of the layers. (Please see attached video - note most of the screen is blurred as the information is proprietary.) Also the seek bar does not always match the video. 

Another issue I've had with this is that if I choose the option for the media to play when the user clicks on the video the sound doesn't play.
