I'm guessing by shuffling this means appearing in the same sequence as the form view if one requires the drag item to appear one at a time from a stack...
when drag items are distributed across screen there does appear to be some shuffling based on position of drag items ( e.g. items 1-5 at positions A-E 1 may appear at 3, 2 at 4 etc) but not sequence
have reviewed as many of the posts on freeform drag and drop shuffling as I can but can find no answer to multiple authors experiencing similar issues.
As the graded options max out at 10 pairs needed the freeform to allow a matrix to be completed based on random presentation from a 'deck' of options - I guess will need to look elsewhere (again) for a working solution.
Wow - blast from the past (my orig. question was a few years ago) The issue was determined to be as you suggest Ian, that my choices were stacked on top of each other (due to lack of available real estate on the slide) and not spread out across the slide, so there were no spaces to 'shuffle' them around to, just the one spot. I ended up just stacking them in a fixed order to appear one at a time. Fortunately it was a formative question so not too disruptive to the whole.
Perhaps a feature request is in order. It doesn't seem like it should be too difficult to program.
I can confirm that the Freeform Drag and Drop answers are shuffling as designed on my end. Here's a quick recording for your reference:
You'll notice the red dot move from the top to the bottom of the slide. It might take a while for the shuffling to become obvious, since there is a randomness to the method, but the shuffling itself works. With that being said, can you provide us with more information regarding the behavior that you're encountering? Are you unable to shuffle the answers in your drag and drop slide, and if so, have you tried viewing it multiple times to see if your answers are getting moved around?

I don't think you're seeing them shuffle because their all stacked on top of each other, but you can enable shuffling as shown here:
Use the Shuffle drop-down list on the toolbar to turn shuffling on or off. Shuffling causes the drag items to appear in a random order.

Can you share more about your setup? If you can include a few screenshots of the interaction so I can get a better idea, that would be really helpful!

This issue still seems to be existing in storyline 360 for the free form 'drag n drop' question?

storyline shuffles the x/y-position of the d&d items - not the item themselves
to check: place all items at the same position -> no shuffling

OK, yes but that's not what I'm looking for. I want them to shuffle when all items are at the same position and you can drag 'n drop them one by one.
You cannot shuffle them but you can show one at a time and then set the order they appear in the options.
Or change the order on your timeline.
