Articualte FTP Error

We use FTP in our environment to upload course files to an externally hosted LMS.  I am getting reports from some individuals they establish the initial connection with their credentials and are prompted to create the directory.  However, they will get the following FTP Error

Data channel timed out due to not meeting the minimum bandwidth requirement.

However, when using FileZilla there are no issues.

the individuals uploading are not savvy to understand filezilla, so using the FTP approach through Articulate is easier.  

Has anyone seen this issue and why would this occur in Articulate, but a straight FTP application work just fine?
