Let's get you back up and running.
When you log in to 360.articulate.com, do you see your avatar and a button to 'Download Apps' in the top right corner like this:
Once that's complete, you should be able to follow the instructions for installing your apps here.
Yes I've clicked Download Apps and installed the 360 application on my computer. When I'm on the dashboard (as in your screenshot) and I click on Storyline, it brings up a dialog box to download Articulate 360 again - but if I click that, it says it's already installed.

Update - the desktop apps are now appearing!
Not sure why - but it all appears to be fixed now.
