Articulate Course Hangs or Freezes

We have a course that was designed with SL 360.  Three courses were designed at the same time.  This is the only course with the issue.  This course will hang (respond slow) or freeze for a  select number of users.  I estimate the total impact is 25% of all users.  The users have tried different browsers, devices, etc.

The course is hosted on an small company LMS.  We have access to all LMS code and results coming back and don't see any issues.  We did see the course free on our machines, but not every time. 

We have tested in SCORM Cloud and it appears to work fine.  It also works well if published without the SCORM 1.2 wrapper.  It seems we have narrowed the issue to something in the SCORM code and how that published and /or transferred to the LMS.  Suggestions on what I can look for?  Large file taking up memory?  Something in the background?  Other issues?  I've read other posts with similar issues but that are many years old and the remedy seems to have happened offline.  I can send file (both SCORM and LMS access) to those who may be able to help.
