Bleed Over from Layers

I am having bleed over from objects on other layers both on the Base Layer and on other layers. I've checked and the layout is blank and the Base Layer Objects are all hidden on the other layers. This is what it looks like on the Base Layer. I can't edit the layer because these shadow objects are not clickable to remove.
Anyone else have this problem before? How do I get rid of it?
