Building a quiz with multiple answers

Hello!
I am trying to build a quiz using eleven statements that need to be judged as good or not. I have set up this file where you click on the eleven hotspots opening a layer for each one, where the statements exist. (Right now for testing I have only listed good or bad on each layer, I have not added the statements yet.) When you go thru it and you click on the good answer, it correctly adds up to eleven (which is needed to pass). The problem is that the user can click the same layer eleven times. I cannot figure out how to make the user go to all eleven layers. If anyone can help , I'd appreciate it. I'm very new to this :)

Instead of using hotspots, try using transparent ovals to cover each icon. Then, add these two triggers to each oval:

Thanks so much! You got me thinking differently:). I decided to use the states change idea. What I did was to take away hotspots and change to separate icons for each one (circle). Like you showed me, I had the state change as user selected each one. I decided to have the icons disappear after selection to help the user see which ones they had completed. It now works awesome!!!
