Even in iPad preview mode within the Storyline environment. We added a custom "back" button that simply is unclickable when viewed in iPad landscape. True across multiple devices and on multiple LMSes. It seems to be relative to its location, since tapping very judiciously near the top edge of the button sometimes will register the input. When viewing on other devices, such as phone and pc, the button works fine regardless of orientation.
It sounds like when you preview your course in tablet landscape mode or publish to LMS, and the custom back button is not clickable.
I can see you've tested this already in multiple scenarios, so I'm going to enlist one of our support engineers to lend a hand from here.
