Would you be able to share a copy of the GIF files that you are adding to your course so we can test them on our end? I did a quick test using a sample GIF and I can confirm that the GIF animated during preview.
One troubleshooting step that you can do is to download a sample GIF and check if this image will preview properly in a new Storyline 360 course. If other GIFs work for you, then we can isolate the behavior to your image file.

I added a 1/10 of a second empty frame at the front of the animation in Photoshop ('Frame Delay' - as mentioned in other posts is this forum), and then the animated began working in Storyline.

Per another post, I added a .1 second empty frame ("frame delay") at the front of the animated gif in Photoshop, and now it works in Storyline.
I can't get a GIF into Storyline either. I get an error message that locks up the whole program.
