Hello! In SL360 is there a way to set-up that Resources (urls) open in a new browser window? Currently, when a Learner opens a Resource: Url, it opens in the same browser window as their LMS. After they review the url and want to return to the rest of the module, they hit the back-button and the LMS makes them log back in. So, is there a way to set-up a Resource that will open as a separate browser window? Of another work-around?

There isn't a setting in Storyline to force a resource link to open in a new window, as all those options are browser and LMS-specific.
I recommend testing your course with SCORM Cloud with a few different browsers. Check out this step-by-step article!
You can then contact your LMS to see if there are settings you can change on their end to open links in new windows.
