Character staggered appearance in layers

I have several small Storyline 360 files with a common theme. In each, I have 3-4 slides with layers. The learner clicks a comment bubble to view a layer showing the response to the choice. 

Within Storyline and in Review 360, the layers work great. When viewed in our CMS, the character on the layer appears in a staggered fashion: first the face and then the full character. 

There is no animation assigned to the character. I have tried removing the characters and then reinserting them, but that doesn't help. I've never seen this problem before and don't know how to troubleshoot for it.
