Clicking "through" layers

Here's the problem: I have an interaction with 2 steps to it. If either step is performed incorrectly, the user should get feedback. So, there are 2 feedback layers.

Once the first feedback is displayed on screen, if I click again, the 2nd feedback appears, though I'm not calling for it. As far as I can tell, when the 1st feedback appears, the triggers on layer "2nd step" become accessible, even though that layer hasn't displayed yet.

As always, I know there are workarounds for this problem. I'll probably wind up using one. What I want to know is why the program is doing what it's doing, and is there a fix for it?

Hey Alex,

Thanks so much for sharing your file with me. We're working on an issue in Storyline 360 HTML5 where the trigger "when user clicks outside" seems to be firing, even if you are not on the layer where the trigger resides. It looks like that is what's going on in your file, too. I published your file with Flash, and it appears to be working normally there. 

For now, try to avoid using the "when user clicks outside" trigger. You may want to add an additional hotspot behind the other hotspots to cover the "outside" area.
