Displaying closed captioning via cc_load_policy=1 depends on how it was uploaded and the configuration of the video on YouTube.
From my research, cc_load_policy=1 will not enable automatically generated closed captions, it will only enable closed captions that are manually added by the author.

For example, this works:
https://www.youtube.com/embed/kTvHIDKLFqc?rel=0&cc_load_policy=1
…but this doesn’t:
https://www.youtube.com/embed/Scbu24iHal4?rel=0&cc_load_policy=1
