Completion not working correctly

Storyline 3  3.1.12115.0  I'm kind of new to storyline, but in my course I have a master slide that has my menu, I'm using my menu to navigate and also to show when a module is complete.  I have 7 menu items,  in the first 2 modules there are 13 clicks that are being tracked (as visited) that changes a variable to true, my menu looks at that variable and then changes the state of that module to complete.  So I get thru the 13 clicks in each of the 2 modules and get my complete on the menu.  When I complete any other module the complete for the new module shows and the complete state on the first 2 modules reverts back to normal.  I can go back into the first 2 modules and click any single one of the 13 items and the complete state returns on the menu and will then remain as all other modules are completed.   I am getting a few grey hairs on this deal.....
