You can duplicate a layer within an existing slide using the duplicate layer button (below the layers list) or by right clicking on the layer you want to duplicate and selecting duplicate layer from the pop-up menu.
yeah, unfortunately you still have to manually copy & paste every layer trigger which is a pain....and why can't you copy/paste more than one trigger at a time?
You could always duplicate the entire slide and delete what you don't want. You could even create a slide with the resources that you want to be duplicated and then use it as kind of a template.

Yes, that would be nice. However, currently you can only create a new layer or duplicate an existing one.
I don't know of a way to duplicate a layer from one slide to another other than to...
1) go to the source slide and select the layer to be duplicated
2) use your favorite method to select everything on the layer to be copied (I like to use the mouse: click, hold, drag method)
3) go to the target slide and creat a new layer
4) ctrl + v to paste everything into the layer.
5) adjust actions/variables as needed

Definitely a good idea if you have a solid understanding of your final design at the beginning.
