Course Resuming in wrong place

We have been receiving comments from users that close our course and reopen it that it is not reopening on the slide they left off on. It doesn't jump ahead, but it does go back, and it seems like it will pick certain slides that it reverts to, and it doesn't do this every time either.
The slides are all set to "resume saved State" and in our testing we have also turned off the seekbar. We cannot seem to figure out what this issue is and have emailed our LMS in case it is an issue on their end but I was hoping someone might be able to suggest something to fix this, or suggest what may be the cause.

What SCORM setting are you using for your LMS?
SCORM 1.2 stores a limited amount of suspend/resume data. If that limit is exceeded, a course will resume at whatever point the data limit was reached.
SCORM 2004 has a much higher limit, and it's rare to exceed that limit.

HI Judy, I am using SCORM 1.2, I don't see the option of 2.4 (I do see 2004 but that is all for SCORM)
Oops. Sorry about that, Elizabeth. I edited my previous post. "SCORM 2.4" has been corrected to "SCORM 2004."
I checked and my LMS doesn't support SCORM 2004, I tried to upload just to see but it failed.
is your LMS Moodle?
if yes your LMS admin can solve the problem (expand the storage limit from 4096 to 64000) for Scorm 1.2

No we don't use Moodle as our LMS, we have a smaller company and they are quite slow when it comes to support, which is frustrating I as feel like this might be an LMS issue.

I would ask them if their LMS is based on moodle?
scorm 1.2 + large* storyline course + resume is not a good idea
* even 20 slides (especially quiz) "can" cause problems
