I've created in Storyline 3, a free style drag and drop slide. When previewing, I can click and drag the shapes as expected, but if I change my mind, and want to move a shape by clicking and dragging again, the shapes begin to drop behind the dropzones and other shapes on the slide. I thought this was an issue with the back/front ordering of the shapes, but that's not the case.
