I think it is working as expected, but SL does not automatically assume that you want the top item on the left and the bottom item on the right. If you look closely at your pic, your items are distributed horizontally, just not in the top-to-bottom sequence. You will want to stagger your items close to the design you prefer and then use the Dist Horizontal to clean it up.
