You can set a button to open a resource or jump to a specific URL. When you add a button, you'll change the trigger as below:
You'll see I put in a web address, and could even point to a file within a site that it would open. Additionally I could link to a document using the button with the ellipses on it.

May the "Resources" button be the only way for the learner to dowload resources within the course? I wouldn't want to relay on some extern link.
I'm not sure I understand where the resources are that you're linking to.... There isn't a way to force the user to download a file, other than just having it open from the Resource tab or using the Jump to url/file I already shared. It sounds like the Resources tab within the Player template may be your best bet so that you can link to them directly instead of pointing to a specific URL.
The Resources tab occupies too much space on my layout. We are looking for a way to download an item from the Resources pool, without the need of having the Resources tab.
Is there a way? When I use URL/File, I have to point out some outside adress, from Internet and we wouldn't want to do that.

If you don't include the resources tab then the documents will not be part of the published course.
You can add a link to download a resource

but you must include the resource tab either on the sidebar or as a menu tab.
You can always add a folder after publish called download with your files in and link to them with
Download/yourFikename.xxx
