If you take a look at our comparison chart for the different output types of Storyline, you'll see that FreeformDrag-and-Drop interactions and the triggers associated with Drag-and-Drop are supported in Flash, HTML5 and the Articulate Mobile player. That means they should function on the PC, on the iPad through mobile Safari and through the Articulate Mobile Player.
