I'm happy to share that we have released a new update for Storyline 360 (Build 3.76.30446.0).
In this update, we have implemented a fix for:
- Drag-and-drop interactions behaved erratically after multiple attempts.
As a first step, I recommend updating Storyline 360 to the latest version. Here's how:

Thank you for sharing your .story file!
If you take a look at your Slide Properties (right-click the base layer and select Properties), you'll see the When Revisiting option is set to Reset to initial state, which is why it always acts as the first attempt:
Changing that option to Resume saved state should fix the issue.

What you're encountering now is a possible bug we've logged where drag items in drag and drop interaction act erratically in succeeding attempts if the drag items have motion path.
This bug doesn't happen when using the options Free or Snap to Center under Drop Target Options:

This is Great Maria thanks for sharing and one more doubt in this drag and drop could you please clarify this .Once all drag is droped, the submit button is enabled state and I overlap 2nd drag into 1st drop the 1 drag is jump into earlier place. Once the activity is completed I need submit button is disabled state please help me out of this.

If I understand your question correctly, you want the submit button to start disabled and be enabled once all the objects have been dropped (in any location).
The triggers you initially set that turned the variables True would work in this case. The only adjustment I'd make is to use "when the user drops the object" instead of "when the object intersects":

If what I said once all the objects have been dropped (in any location) the submit button enabled. thats ok. but my question was even client needed the submit button once enabled .(Example, I 2nd drag into 1st droped the 1st drag is droped out in earlier position, so that time I would like to change the submit button disabled state. I attached the video, The video at end time I want to change the submit button disabled state. I hope my question is correct.

I'm sure there are different ways to achieve what you're looking for, so hopefully, other community members will chime in, but here's my workaround:
The caveat here is that since your drag and drop is set to Snap to Center, removing an object from a target will place it on the center of the rectangle:
I'm attaching the edited file with the changes to D1. You'll also need to apply the same to the other three objects/variables.
