Enable Seekbar Conditionally?

I'm not sure if this has been asked before - I couldn't find it with the searches that come to mind.
We have made the [controversial] design decision to disable the seekbar while our media is being played. At the same time, we are promoting our courses as ongoing resources. This would mean learners could return and look through previously-viewed content.
Is it possible to enable the seekbar on the condition that the media has previously completed? I am imagining this is not possible, but now that my brain has conjured up this flexibility I feel I desperately need it so I am hoping someone has some awesome tip for how to make this happen.

There are two built-in options for the seekbar: 'Allow user to drag seekbar' and 'Seekbar is read only'. It sounds like you would be interested in an option that is read-only when the learner first views the slide then allows scrubbing back and forth when the slide is revisited. That currently isn't a native feature, but it's certainly an idea worth passing along to our product development team. Can you submit a feature request for what you’d like to see?

Any progress on Kathryn's request for a conditional seekbar? I have programmed courses this way for years because in addition to compliance training, it is good instructional design. It keeps users from skipping information, yet allows them to browse previously viewed material without frustration. It should be a native feature and I imagine the coding to make this happen would be fairly simple to add. Looking forward to hearing an update. Thank you.

Here's a sample file with those settings. This would allow learners to revisit slides and advance at their own pace.

Thanks for the suggestion. I tried the sample file provided, but it didn't allow me to drag the seekbar on a previously viewed slide.
I submitted a feature request for this too, since it would be helpful for a training my organization is working on as well. For reference, I viewed the sample using Google Chrome with Flash disabled.

Please welcome the Conditional Seekbar in the Modern Player! You can use this new feature to prevent learners from skipping ahead until they've completed a slide. The seekbar is locked the first time learners view the slide. After that, they can drag the seekbar back and forth.
