Not sure why it is doing this but I've provided a work around.
In the attached file I have created a rectangle and placed it behind the graphic. I have then removed the fill from the text box and brought this to the top of the pile.
There is obviously something that prevents the master text box appearing behind graphics which has become apparent due to you having a solid fill on the text box.
