I created a Master Feedback by customizing the original feedback master. I saved the custom feedback as a theme and use it in new courses. When testing a course I noticed that the correct and incorrect feedback layers display correctly but if the user clicks submit before answering a question the feedback layer that says they must answer the question is not in the custom design. I am not able to figure out which layout design that is to customize - can it be customized?

Are you referring to the "Invalid Answer" prompt? If so, this isn't available in a layer. This is actually tied to the text labels in Storyline.
You can modify the text labels if you simply want to change the wording, or you can create a custom "Invalid Feedback" prompt.
