In recent months I thought I saw a post that claimed that SL 360 either doesn't require flash on the development workstation or it would soon not require flash.
We haven't shared anything about not needing Flash to develop content, but you're able to publish without Flash. Perhaps that's the distinction? The combined system requirements for Articulate 360 are here.

With Storyline 360 and 3 you can use HTML5 only publish.
