We've encountered an issue where there is a white bar that appears intermittently when a user clicks a button that is partially off the edge of a screen (for stylistic purposes).
Thanks for both the link and the .story file. I saw what you were describing with the occasional flash of White while viewing in Internet Explorer 11, and luckily I didn't see it in Chrome or Edge browsers. I took a look at your file, and I'm not sure it's the same one you published as the background image wasn't there and the shapes were not set off to the sides. Can you confirm for me?
I also took a stab at adding my own background since the original was just white to see if that would show the same flash. You'll see both linked in the versions of my Review 360 link here. I didn't run into any issues with this version.

I published that one with Storyline 360, build 3.29.19305.0 which is the latest update of Storyline 360.
