Freeform Drag and Drop quiz--how to keep the "Drop" target on top?

I'm using the freeform drag and drop feature, but as the "drop target" has a label on it, and there are several items to drag and several places to drop, I really need the "target" (with the label) to stay on top and the items dragged to it, to go under it.  Is there any way to do this??
