Hotspots (after the first one) require two clicks

Hi,

I am working on a slide where we want users to select the proper personal protective equipment (PPE) for a lab worker cleaning up a spill. I have a hotspot for each item of PPE (gloves, safety glasses, lab coat, face shield and respirator); when clicked, it should show the PPE on the lab worker. The initial state for each picture is hidden. The hotspots work, but for some reason after you click one hotspot, each subsequent hotspot you click requires two clicks. The same is true if you click the hotspot to "remove" the PPE; first one hides the PPE with one click but any additional hotspots clicked require two clicks. There will be more to this slide later (more specific instructions, feedback layer, etc.) but I'm just posting the specific interaction here. I can't figure out why the two clicks are required. Any help is much appreciated.
