It seems your issues were: 1. Triggers on the Hover States. A Hover State is a built-in state that functions without triggers. Adding the triggers to change to hover in many cases can break the functionality. I removed the triggers in this example.
2. The graphic used for the hover states was not the same size as the Normal state. I adjusted the size to 58 x 58 to match the Normal State. The way that hover works, Normal will remain in the background.
