How to add subtitles to videos

I know Storyline states that it is 508 Compliant but I cannot find how to add subtitles (closed captions CC) to a video. A person who cannot hear has to be able to read what is happening on videos in my slides.
Does anyone know how to do this? If Storyline can indeed do this function, it isn't very well documented (at least that I can find). It would make life really easy if it could read a normal .xml CC file (or .smi file).

I had seen this video before but didn’t really think it was “the” solution to handle my subtitles. It seemed kind of clunky and not too efficient. I can’t see myself doing this for a ten minute video with dialog all the way through. I have to admit, I am comparing Storyline to Adobe’s Captivate. I thought Captivate’s captioning was awkward but it’s a far better and easier solution, in my opinion, than Storyline’s.
I do think Storyline is overall better than Captivate. I just wish there were easier ways to add subtitles.

I am not sure if this is what you are looking for but I have been making subtitles for movies like this: http://www.videostudiopro.com/en/pages/add-subtitles-to-video/ and it worked pretty well for me
Thanks Robert for sharing that idea. I also wanted to share that with our latest versions of Storyline 3 and 360 we've got Closed captioning as a new feature. Check out this video!
