How to hide Layer when Layer covers Trigger-Object

Hi great all,
I have attached a SL 3 - file.
I have a picture with a trigger on it, to show a layer (upper right corner layer with device in bigger view) when the mouse hovers over the picture (black device). As I have a free form quiz with drag and drop I got the simple problem that I can drag the picture in the area where the layer will appear "covering that picture". After dropping the picture there so I won't be able anymore to pick up the picture again. Because as soon as I hover the mouse over the picture the layer appears and I don't see the picture anymore.
Do you have a solution?

thanks for this workaround of sticking the picture back to its origin again when dropping it somewhere else then the target.
But I want the learner to realistically let the devices to move around or to drop them anywhere where they like.
And I believe that there must be a solution that overcomes this problem.

Put the image on the baser layer and add a trigger to show on hover and hide when mouse moves outside
Hi Phil,
that's what I am looking for.
It works out.
Instead of working with a layer I put the picture-object (mentioned as <small device>) on the base layer. Then I created two triggers on that.
Change state of <zoomed in view of device> to state visible when mouse hovers over <small device>.
So learner can see the details of the device in upper right corner when he hovers over the device.
Change state of <zoomed in view of device> to invisible when object <small device> crosses the upper right <zoomed in view of device>. So the zoom box will not be shown as long as the learner is moving the small device in the area where the box should appear.
