The hyperlink color and the hover color seemed to be tied together when you choose the hyperlink color from the Design theme
So if you click the Design tab and then drop-down the Colors and switch to a different theme, you'll see what I mean. For example, if I choose the Metro theme, the link and the hover color are an orangey shade. Try the Solstice theme and you'll see link/hover are a greenish shade.
You can change both by creating a new theme and changing the hyperlink color, but I don't know if there's a way to separate them out. But maybe someone else DOES know.
