I too have the same problem, viewing on Android Tablets it does not work as it Web as LMS. First with ST2 I was only with iPhone problems. They said that now with 360 Articulate production was compatible with any device? Does anyone have any answers? PC works more ... The examples are really very simple .... are totally stuck! I will continue for the moment to produce with SL2 !!!!
I'm sorry you're having trouble viewing your course on an iPad. Are you using mobile Safari? Take a look at this article that explains the limitations in mobile Safari that impact how multimedia operates and the overall performance of HTML5 content.
Also, have you tried testing in SCORM Cloud? If so, are you getting the same results? We generally compare the behavior in SCORM Cloud to your LMS experience to try to parse out file issues versus LMS issues. We are happy to help you with that testing if you'd like to share your file!

Do you have an iPAD with which you can try any course published using Articulate SL2? I just tried a simple one slide(blank) course on Scorm Cloud. It gives me the same error"Cannot access content". Looks like there is a bigger player problem than some simple publishing setting. Would be great if you can try this with any course you may have. But be sure to try it on iPAD. iPhone works fine without any player, but in iPad, even a blank slide doesnt work. It was working fine earlier, and we have used it. Now even the old courses dont work.
one more info: If we host it directly on a server, it works on iPAD, it doesnt work only when it is loaded on an lms. We tried it on our lms which https://www.succeedlms.com or we also tried it on SCORM Cloud. Its the same problem. We have the latest articulate version SL2 with Update 11. No new update available. We also have the latest Articulate Mobile player on iPAD. We tried with CHROME on iPAD, same issue. The Articulate player doesnt seem to pickup the link to the content from the LMS.

I use to publish the course in SCORM 1.2 format. I uploaded the course in cloud.scorm.com, the same result i can see in iPad after uploading.

If you are using Mobile player then you must have a Tincan (xAPI) enabled LMS otherwise do not publish to mobile player and use the HTML5 content
If you publish to scorm 1.2 you will be unable to use the mobile player, you need to publish to Tincan
