I had an odd issue where a layer I manually added called "Review" created some trigger issues for me until I revised the layer name to something else. Essentially, the navigation from that layer would only partly work as expected. So this begs the question, is the "Review" layer title reserved only for the Post-Quiz feedback layer?
Yes, the review layer is built into Questions and the feedback layers and you don't see it automatically listed unless you add something to the layer in the Form view of a question. It'll be shown automatically based on the user going into review mode of the course. You can customize the review layer as detailed here.
