Issue loading mp4 video when launching course from hyperlink

I've been working on this for some hours now and neither I, nor my IT expert seem to know why this happens.
I've embedded 2, separate mp4 video files in a CBT. When launching from the standard hyperlink I create for accessing the course, one of the videos will not launch, the second one does.
If I navigate through Windows Explorer, find the file, right click it and choose Open With...Internet Explorer, it works fine. Also if we paste the path into the Explorer address line, it launches and runs the video fine.
It is only when launching through the hyperlink that the video will not launch.
Anyone seen this behavior before and figured out how to fix it?
Our standard browser is Internet Explorer and we need to send this to the intended audience via a hyperlink. We also updated to the latest version of Flash.

Just to confirm how you're launching the course -
when you launch from within the intended publish environment, one video doesn't play, and one does but when you launch locally using the story.html file from within the published output folder - both videos play as expected? I'd begin by reviewing the troubleshooting steps here in terms of videos that don't play in the published content.
Also, you didn't mention which version of IE you're using, but I assume it's one of the newer versions that match the viewing requirements here?
