Layer flickers on hyperlink hover

I'm having an awful problem with a layer flickering on and off when the learner hovers over a hyperlinked word. (This is a treatment to show pop-up definitions for important terms.) The words "advance rates" in the second paragraph show the problem:

I want the popup to remain visible until the learner moves the mouse out of the hyperlink.

I've read a previous discussion that suggests this flickering can be caused by items on the layer to be shown/hidden that overlap the hover area (hyperlink, in this case). I'm fairly certain that's not what is happening here.

Can anyone offer advice? I'm fairly new to Storyline. Thanks!

I reviewed the Review 360 link provided, and that is strange! While I haven't seen any recent or open issues around this flickering issue, would it be possible to share your file for further troubleshooting?

You can share files in this thread by using the Add Attachment button, or you’re always welcome to share them privately here. We'll let you know our findings and will delete it after having a closer look!

I've sent you the file privately, via the link you provided, as it's work for a client. I think I've sanitized the file sufficiently, but one can never be too sure...
