Layer Visibility Issue

Hi guys,
I am posting because I have encountered a strange visibility issue while creating a new layer in Storyline. Basically, I need the text from the Base Layer (Knowledge Check) to be visible in the Correct Layer. However, instead of showing the questions they magically disappear from the screen.
The text on the Base Layer is associated with a Graded Question, Multiple Choice. I don't know if that has something to do with it or not, but as this picture shows, the visibility for the Questions appear to be present on the Correct Layer (as the eye icon is present) -- they're just not actually there.
Any thoughts?

Can you share the slide Victoria and let us know which version of SL you are using.

I have attached the file to this post. I kept the layout designs from the Feedback Slides and the Master Slides. There are two slides that demonstrate the visibility issue and then one slide which shows how the visibility is perfectly fine.
Let me know what you discover.

you have the feedback of one question set to 'by choice' but there is no information listed against each choice - is this what you mean.
I want whatever is on the base layer to show up on any new layer that I create.
But isn't the big blue feedback box going to cover a lot of the things on the base layer - sorry I don't think I understand what you are requiring.

yes, but it kept happening on a bunch of layers, where I did need the base layer to still be visible. Thank you for your assistance!
