Hi Thomas! When I look at which layouts your slides are using, I see that Slide 1.1 is using the "Chapter" layout from the slide master. And Slide 1.2 is using the "Title and Content" layout.
The Title and Content layout does not include that rectangle or same text box from your "Chapter" layout. Is that what you are describing?
Thomas, I want to pop back in because I see now what you're describing: when previewing the slide, hovering over the hotspot on the slide does bring up that menu layer, but the layer is obscuring the slide content.
The layer on your Master slide shows in the master slide view, but on your actual slide, you'll see that the layer isn't there. The hotspot is working to show strictly what is on the Master slide's layer, not specifically your current slide's content.
Depending on how you want this set up, you might need to make some adjustments to have that menu pop up without losing what is on each slide of your presentation (for example, including that menu on the master base layer instead of the "menu" layer, and then using triggers to reveal it upon hover).
I tweaked your file a little bit, but you might want to play with it a bit more to get the effect you want. Maybe somebody else will have a great set up too!
I find it surprising that a layer on the Master doesn't work as a layer you would have on all your slides. Doesn't it mean that you can't use "non-hiding" layers in Master ?
